baron555, where did you find this information about the notarized letter? I can't find it anywhere on the Moscow.usembassy.gov site, or any instructions anywhere. They did not even mention it in the documents to bring to the interview. The ex-husband said he would not sign any consent letter, so I am really worried.

There really isn't any specific wording for the letter to authorize child immigration, however it will likely be asked of you by the CO at the interviewing embassy/consulate. The last thing that the US government wants to get involved with an international child custody battle or child trafficking scheme. Without such a letter, the chances of successfully obtaining a K2 visa for your child are severely diminished, denied, or much more complicated.

During this phase of our journey, my then-fiancee obtained such a notarized letter from her ex-husband permitting his son to immigrate to the US. This was in spite of the fact, that she had had sole custody of the child since the divorce many years prior. The letter was short and to the point. My wife presented this letter to the CO at the visa interview. Long story made short, my stepson has been in the US now for almost 4 years, and will graduate from the University of Washington this year. His US immigration has had and will continue to profoundly affect his future life.
