Administrative processing

So my fiancé had her interview on March 6 and everything went well the main hold up for the visa is the medical results which she completed a week before the actual interview. Now it's been two and a half weeks after her interview and the embassy is saying they are still waiting on the medical. I asked them how can it be she completed that on February 27 and you guys still don't have it, they said it normally takes several weeks for the medical to be recieved by the embassy after completion and then they also process the results etc.

Sound fishy??
