How does USCIS determine which office to schedule an interview? I have a (permanent) address where I have all my mail sent but am currently living elsewhere (temporarily) and that's where I would like the interview to be held.

Based on this, Part 4, Question 1 of the N400 should have my temporary address and Question 1 Part A should have my permanent address. Is my understanding correct?

Technically, that's right, but you may have some difficulty if you can't show anything to prove your current (temporary) address.

If your bills and drivers license all have your permanent address on them and you're just staying with friends.

Otherwise someone in Santa Ana, which is very slow, could just say he's living with friends in Cleveland, which is very fast, and apply there.

But if you mean that your permanent address is with your parents in one city (for example) and you are in college in another city, then you'll be fine.

Remember that you're also required to have been a resident of the state in which you are applying for 3 months prior to applying.

I do have documentation to prove the temporary address (a lease/utility bills), so I'm not worried about that.

This is all within the same state (California), and I think the field offices boil down to permanent->Sacramento, temporary->San Jose
