This is for a friend.

His wife who came here 2 years ago, via the i-130 and got her green card issued with husband's last name but her foreign passport (valid) is in her maiden name. Now they are planning on traveling to Dubai for which the wife needs a visa. Now which name would she get the UAE visa under.. the maiden name (passport) or new name (green card)?

The visa should match the passport biographic page.

She didn't get a new passport?

She should also travel with a copy of her marriage certificate to evidence the name change for when she's returning to the US. The CBP may want to see proof of the discrepancy in the passport and green card.
