Do we get visa if birth certificate or no record certificate is not available?

I don't have my birth certificate and when I asked authority to issue no record certificate, they denied. Somebody please help me out from this problem,what else can I send to the NVC in order to complete my case? Will it create any negative effect on consular officer?

I think you need to make an affidavit which is like a statement by your relative for a.g.( mother) and it has to be notarise. Look for notary offices in your area good luck I hope it helps.

And sorry as you are from India i don't know how it works there. So wait for someone else to reply to you as well.

The Department of State's guidelines list several possible forms of alternative evidence if no birth certificate is available for someone born in India (use the search box on the page at that link to find details for a specific country).

In cases where a birth certificate from the authorities is unavailable or contains insufficient information regarding the birth or the parents, the following documents could be accepted as secondary evidence in lieu of the birth certificate:

  • A notarized affidavit executed by either a parent, if living, or another close relative older than the applicant. This affidavit should clearly state the relationship between the deponent and the applicant, how well the deponent knows the applicant, the date and place of the applicant's birth, the names of both parents, and any other related facts;

OR

  • School-leaving certificate, Matriculation certificate or Certificate of Recognized Boards from the school last attended by the applicant;

OR

  • Baptismal certificate from a church.

"Deponent" is the person writing the letter (e.g. your mother or father) and "applicant" is the person applying for the visa (i.e. you).

Don't worry too much about whether the lack of birth certificate will automatically leave a bad impression on the consular officer. The information I just quoted is copied straight from the manuals issued to consular officers, so please be reassured that they are aware that birth certificates aren't always available for people born in India, especially those born before 1970 when registration was voluntary.

Eighteen years in the US and I still don't understand Velveeta, TV ads for prescription drugs, only getting 2 weeks paid vacation, or why anyone believes anything they see on Fox "News".
