I went to Vancouver and they didn't require it. They said me standing in front of them was a good indication of my intent.

Interview: 08/18/2015 - APPROVED!

I handed both in when I had my interview in Montreal and she handed mine back. She only kept the petitioners (USC). It's such an easy document to prepare so might as well have both on hand.
