It's correct, they won't schedule it without it.

Did you talk to NVC's supervisor?

I was in a similar situation where my attorney asked me not to leave US until the appointment date. I thought I would pick up my certificate from Canada on my way to interview. I gave them in writing. They escalated it to supervisor, and she explained to me the instructions on how to obtain it from outside Canada, which I already knew but I was trying to avoid it since that was expensive. She did mention she would have made an exception when police certificate was unavailable from that country (such as Pakistan).

In your case, since there is no way to apply for police certificate of Guatemala outside Guatemala, the supervisor might make an exception for you.

Thank you for your response. I called the NVC twice and got different answers. I was told he would not get an interview until they received police certificate. Then I was told to write a letter asking NVC to waive the Guatemala police certificate until my husband goes to Guatemala for his interview.

I wrote the letter and mailed it, will post update
