OK I am confused ... what exactly is this mysterious yellow letter? Why do some people seem to get it and others don't? Does it depend on whether one files under the 3-year rule or 5-year rule? And why is there not a column for the yellow letter in the monthly VJ timelines?

We got the yellow letter and the only thing it was asking for was to bring the drivers license. I guess it is probably different among the field offices if they send one. As far as I know everybody who belongs to the NYC office is getting one.

Yes, most people get them, but just as was fore gone said, it's like a guide as to what you should take to the interview and what's not necessary to take. Eg. If you marked that you were sited, but all are plain traffic thickets, not $500 or more, then you don't need to carry proof of those thickets.

Correction -- you are not required to show proof of PAYMENT of traffic tickets resulting in a fine of less than $500, but the IO may still request proof of DISPOSITION of the citation. Two very different things so please take your time to go through this site. There are some very good threads discussing speeding tickets.
