Kazakhstan military records for K1 Interview

My fiancee has his interview on September 22. He has collected all of the documents listed in packet 4 except the military history.He has been trying to get it, but for some reason every time he calls or visits the office, they tell him he will need to come back later. They are also saying it will take 2 or 3 months to get the records for him even though he didn't serve in the military.

Does anybody have any advice on how to deal with this? And will they ask for his military record during his interview anyway?
