Transfer case

Timeline

Hi.

I just recieved my case number the first three letters are SAA, standing for Sanaa, Yemen, but there currently is no embassy there due to uncivil unrest. My husband is also not there for the same reason, he is currently in Kuala Lumpur, Malaysia. We want to finish or case processing through the embassy in Kuala Lumpur.

Should I transfer my case to Malaysia now, or should I submit the AOS and IV Packets and then transfer the case?
