NVC stage for USC petitioning a parent

hello!

I already got my case # and invoice ID number from NVC last July 16. im trying to access the ceac.state.gov to fill up the agent form, (DS-261), but it says that the case # and Invoice ID does not match their records. then I research that I what I need is DS 3032?

I guess my question is what to do next? there is no DS-3032 and NVC website, how this one works? Thanks
