N-400 form questions

I am filling out the N-400 form for my wife and have a few questions. The application will be based on the 3 year marriage to a citizen rule.

1. Part 8 #1 asks about time spent outside the US for a period of 5 years. She has only been here for 3 years so are we supposed to count the other two years as days spent outside the US and enter that number?

2. Same as above but pertaining to trips outside the US. Again she hasn't been here for 5 years. The first two years before entry is not to be counted here is it?

3. Part 11 numbers 22-28 asks about arrests etc. She had a traffic accident and was issued a citation which ultimately resulted in a $166 fine and adjudication withheld. Do I need to check yes to number 23 where it asks about have you been cited then explain in section 29 what happened?

1. You only need to supply travel data for 3 years.

2. Same as above.

3. You are better off disclosing this on the form. As long as the citation was paid and any terms adhered to, it will not negatively impact her application. You should have a final disposition record available at the interview.
