k1 Visa prior a J1 visa / Advisory Opinion

Hello! My name is Yos and I live in Honduras, my fiancé is from Florida.

My fiancé and I are applying for K1 visa. This week we just realized about this rule of two-year foreign resident requirement in my prior J1 Visa by the Exchange Visitor Skills List. We are waiting our NOA2. The interview in the Embassy is not nearest for now (Thanks God). We decided to apply for an Advisory Opinion to request more information about it, due to the fact that sometimes this rule is set sometimes for a consul by mistake. I just went to USA to work and take classes for improve my English, none of that list applies to me.

We know what we have to do and where we have to send the letter (they are the only ones who can clear this error). The question is if my fiancé can send the letter that I already made with all the proof they need from Florida instead of Honduras.

The letter-writing process is very expensive in my country and the national mail is not very reliable (It's sad, I know).

National mail is reliable. Go to the post office and ask for "Correo Certificado". Transit time is around 7-10 working days and cost is around 120 lempiras compared to 1,200 lempiras Fedex/DHL.
