MRV Fee for CR1 visa processed by the NVC.

On my interview letter from the embassy in London it states:

"5. Fiance visa applications should pay the MRV fee of $260 at this time. All other applicants will pay the fee to the embassy cashier at the time of their interview."

I am a CR1 marriage visa and have been processed through the NVC in New Hampshire. Is this a fee I have already paid or will I have to pay this on the day of the interview?

Another question I have is that my letter from the NVC states my interview time as 8.00am. I have since received an interview letter from the Embassy in London saying the time of the interview is 1.00pm. Should I go with the most recent letter?

You've already paid for your visa. Go in the afternoon. Embassy flipped to afternoon appointments recently.
