Report being pulled over (verbal warning only, no ticket) on N400 Part 11 Q23?

I was pulled over by police on three occasions while driving. One was a clear racial-profiling case where I was pulled over because in the cop's words "I thought you were a Mexican" (but since I was highly placed I was able to get the cop to apologize subsequently), and the other two were legitimate traffic stops (one for speeding and one for turning right on red light without making a full stop). In all three cases I received verbal warnings only, no written warning or ticket was issued. My question is, do the above stops qualify as being "detained" when answering N-400 Part 11 Q23? If so, will there be any way I can obtain police records about these incidents, since no citation was issued? Please advise!

No ticket, no court, nothing -> NO is the answer
