Marriage certificate translation confusion

Hi! I'm a bit confused about whether or not I need to have the English translation of my Thai marriage certificate legalized at the Thai Ministry of Foreign Affairs and then authenticated at the US embassy. The embassy's website says it's necessary if I want to register the marriage in the US, but really? Is it not enough to have the Thai marriage translated by a certified translator? My fiancé is Filipino and we will be applying for an IR1 visa.
