Timeline

First of all, we need to understand your details since you didn't create timeline. When did you file your I-130? Are you seeking an immigrant visa for your spouse? If so, when did you get married? if your marriage is less than 2 years old, the visa type will be CR-1. If more than 2 years old, the visa type will be IR-1. Both visas are immigrant visas for spouse.

If you filed your I130 petition for your spouse few months ago and you received your notice now, it looks like your notice is I130 approval notice (NOA2) and Congratulations! Your next step will be NVC. You will need an affidavit of support for NVC and other documents. You can read about NVC process at http://www.visajourney.com/wiki/index.php/NVC_Process

Congratulations on your I-130 approval!

Yes, you should call NVC to get your NVC case number and beneficiary number. It will take time for USCIS to ship your case to the NVC and it will take time for NVC to generate the NVC case number for you and your beneficiary. Do not call USCIS as USCIS doesn't handle your case anymore after it ships your case to the NVC.

You should read the wiki about NVC process. http://www.visajourney.com/wiki/index.php/NVC_Process

You should start at Step 1 according to the wiki. Once you receive your case number via call or email (sometimes you don't get an email. it is better to call NVC), you can begin using https://ceac.state.gov/ceac/ (use immigrant section). but I suggest you read the wiki.
