At the DS-261 form. Confused about what comes next

Hey I'm helping my friend Eric (US citizen) translate since he doesn't speak much English.
Situation: He's trying to get his relative(sister and her husband i believe) to come to America from China. He and his sister in China recently received a NVC mail saying the same thing.

"To continue processing your immigrant visa case, you will need to designate an agent by completing form DS-261 (Online Choice of Address and Agent). Upon receipt of the DS-261, we will send instructions for paying the immigrant visa application fee. All future correspondence will be sent to the agent at the address selected on the DS-261."

He's wondering does he fill out the DS-261 or does his sister in China. After my research it seems like he can fill out the DS-261 and designate himself as the agent because it seems like its much quicker this way since he lives in the US. Am I correct? What happens after DS-261?

Can he also change agents in the middle of the process after selecting himself?

he can fill it out since his the petitioner, it just means all the information will be send to the who ever fill up the ds-261. i did it for both of my parents so i know whats going on, they will send you all the stuff on whats going on with the case. so i suggest that he do it instead, and make sure he always check his email because thats where NVC and EMBASSY's will send everything they need! yes but instead NVC prefers to Email everything they need, if he put his sister as the person in ds-261 its going to be taking longer because they will used letter, and you know how long thats going to take??! anyways, after the ds-261 they will email him when its time for him to pay , and fill up another form which is ds260 and another fee, until its over , just like i said everything will be send by EMAIL! so told him to always check his email that he put on ds-261,and follow what NVC sends him,
