No, I was not aware he needed a fund. The looting,burning and screaming for him to be locked up before the facts came out escaped me ? I did not hear the Governor of the sate go on TV and call for him to prosecuted, before the investigation was done ?

I very much doubt that the findings of this simulated experiment would be replicated in a real world situation.
