Lebanese Police Clearance from Muntinlupa, Alabang Consulate

Hello all. My wife and I are having a heck of a time trying to get her police clearance from Lebanon through the Muntinlupa/Lebanese Consulate. Is anybody else having this problem? And if anybodies had to get their Police Clearance from Lebanon, what was the process?

We have applied for it almost 2 months ago and still no word. So my wife has a cousin who works in Beirut, and we were told to have a Special Power of Attorney drawn up. So we did. We had it notarized. Took it to the RTC (Regional trial court) to have their official ribbon put on it. And also took it to the Foreign Affairs office to authenticate the document. But the Lebanese consulate in the Philippines said they also need to authenticate it for the Lebanese govt to accept it. Is that true? Isn't an attorney's signature, RTC authentication and Foreign Affairs Dept authentication enough?

I guess once her cousin has the Special Power of attorney, she can get us the police clearance in one day.

Any help or personal experience with this would be helpful. Thank you.
