Can you take paperwork require for Packet 3 directly to the consulate?

Does anybody know if my fiancee can take the documents required as per Packet 3 directly to the consulate in HCMC and turn them in, or does she have to send them in via postal courier or EMS?

She is scheduled for the medical exam in HCMC next week and we thought that she could just swing by the consulate and drop off the documents.

Another question is if she has to mail them in, what would be the best courier to use for this? EMS or postal? Any other courier that you could recommend?

You have to mail it in, just as the Packet instructions required you to do.
