Well,

I "paid" the AOS fee for my Stepdaughter and the CEAC site says so, but it won't let me check the "select" box or print the receipt like it did for my Wife!

As a sidenote, I originally through my own error failed to wait until I had both case numbers in hand for my Wife and Stepdaughter, and I submitted the Ds261 packet and AOS payment for my Wife first since it came one month (June 24) before that of her Daughter (which came June 28).

Realizing this error I called the NVC customer service line, and she said do not pay the fee again and they would attempt to merge the fee payment for my SD so that I would get credit. It apparently worked because when I log in with my SD's case number it shows "paid" as I said, but no printing or email receipt options!

So my SD and I completed and sent the DS261 last week but I am afraid to send off the AOS packet for her without a payment confirmation.

My question then is how do I or can I send the AOS packet without the bar-coded cover sheet?

That's not how you print it. When you are looking at the page that shows it is paid, click on the 'Receipt' tab near the upper right corner of the page.

10-06-2014: IV package arrived at NVC (you know, because overnight with USPS means four days later)
10-08-2014: IV package scanned by NVC
10-09-2014: Received checklist for AOS packet saying I put the wrong income number. They are wrong. Awaiting review from Supervisor Mari.
10-16-2014: My Senator's office requested an expedite review of our case. This request was submitted by the NVC to the U.S. Embassy on this date.
10-22-2014: U.S. Embassy in Panama approves expedite request!
10-24-2014: All documents at NVC mailed to U.S. Embassy in Panama
10-27-2014: All documents at NVC delivered to U.S. Embassy in Panama

Thanks for the reply, and yes I was able to print out and email myself receipts when I paid for my Wife, however this time even though it shows as 'paid' I cannot check the box or click on the 'receipts' boxes below or above because they are grayed-out.
