Hope someone can help me. My fiancé is having trouble getting a passport issued to her in the Philippines. She lives near Manila in Bacoor, Cavite. She made an appointment and went with these items:

  • NBI Clearance
  • Police Clearance
  • Barangay Clearance

Birth Certificate

5 Old Employment photo ID's - she is currently not working as her employment contract ended last month.

They keep telling her she doesn't have the right type of ID.

Directly on the DFA website it says:

LIST OF ACCEPTABLE IDS (At least 1 of the following):
  • Government-issued picture IDs such as the following:
    • Digitized SSS ID
    • Driver’s License
    • GSIS E-card
    • PRC ID
    • IBP ID
    • OWWA ID
    • Digitized BIR ID
    • Senior Citizen’s ID
  • Other acceptable picture IDs such as the following:
    • Old College ID
    • Alumni ID
    • Old Employment IDs

So why are they not accepting her old employment ID's? She doesn't understand and I certainly don't either.

Here's link to the website: http://www.passport.com.ph/info/requirements/for/new

If anyone has first hand knowledge about getting a passport in the Philippines I would greatly appreciate your help.

Thanks.

1st list is primary ID of which one is required.

Oh, ok, but the website is very misleading, not clear at all. Thanks.

Any idea which type of ID she could possibly get in a fairly short period of time? I'm not familiar with all of those ID's...

I just need her to get the passport soon so we can start scheduling her embassy interview...

Can she go get a postal ID fairly quickly with her certified birth certificate?

Misleading? A government office in the Philippines? Never!!

I don't know which of those primary IDs would be easy/quick. My wife had her passport before we started, she just told me she used her SSS ID and work ID (BOTH)

Digitized SSS ID

Drivers License

GSIS E-card

Digitized BIR ID

In general anyone can get those 4 above IDs. The 2 below can be had depending on what profession she's in.

PRC ID -> Anyone who passed a professional board exam (licensed) can get this ID.

IBP ID -> Lawyers ID.

OWWA ID -> If she used to work outside the country as an OFW, she will/can have this ID.

If she was employed before, chances are she was paying taxes and doing SSS contributions. I would suggest she go for the SSS or the BIR IDs as she might in their system already.

Why does DFA say this:

Other acceptable picture IDs such as the following:

  • Old College ID
  • Alumni ID
  • Old Employment IDs

Acceptable means acceptable... It doesn't say you need one of the Government issued id's and one of these other types, it says you only need 1 of the following... and those listed above here are acceptable.

You can grumble all you like, this is not the first time this topic has come up.... always the same thing, you will need an ID from the 1st list.

Interesting... I guess it all depends on which branch office of DFA you go to and who you give your paperwork to. I just got off a chat with my friend's fiancé who is flying to New York today and will be here in NC tomorrow. She said all she used was birth certificate, nbi, police clearance and a work photo id... I just wish there was some predictability and consistency with the process. Grumble, grumble... LOL
