Please help me clarify my understanding for Medicaid in MA

Timeline

I previously had a topic relating to my health insurance eligibility in Massachusetts.

I and my USC husband applied for Obamacare in March and the application is not able to process yet until the end of this year. Actually we applied for the program of people who have income but need subsidize from government.

But due to the reason for application process delayed above, they put me in temporary health coverage under Masshealth standard program (which is considered as medicaid) and might me means tested benefit.

From my research on the government website of Masshealth the info I got is:

Will getting MassHealth affect my immigration status?

In general, your immigration status and ability to become a citizen will not be affected if you get MassHealth. The only exception is if you need long-term care in an institution.

In certain limited cases, noncitizens who use MassHealth to pay for long-term care in an institution may be considered a public charge. Legal permanent residents, refugees, asylees, and certain other categories of noncitizens are not subject to public charge rulings.

Are there special rules for noncitizens?

There are no special financial eligibility rules for noncitizens.

Sponsor deeming is not used by MassHealth. If you are a sponsored noncitizen, you do not have to count your sponsor's income or assets.

Could anyone here please help me clarify my situation whether it is o.k for me to use this insurance? and whether my husband will later get charged back from government? I am now having an illness that need to see doctor.....If it's not o.k. I may have to go back to see doctor in my home country.
I tried to find the answer by calling masshealth and visit their office, but it seems like officers there cannot give me the answer.

04/11/14 - Got text/e-mail notification for I-485, I-131 and I-765 at 1:09 a.m. & check cleared in the morning

06/12/14 - EAD card production date & AP approval date

06/20/14 - Received EAD/AP Combo card in hand + text/email notice for delivery status :lol:

07/14/14 - Received Notice of Potential Interview Waiver case dated 07/10/14

02/24/15 - Renewal EAD/AP Noa Date

03/18/15 - Requested help from Ombudsman

03/19/15 - One fingerprint done for EAD renewal

03/25/15 - Requested help from Senator

04/01/15 - Case has been transferred to field office in Columbus, Ohio

04/09/15 - Card was ordered

04/16/15 - Card mailed

04/18/15 - Received GC in hands finally! (no welcome notice)

02/21/17 - Sent package to VSC

02/23/17 - Package delivered 

03/30/17 - Finger print done

 

N 400

01/10/18 - Online application sent

01/11/18 - NOA Receipt PDF posted online

01/13/18 - Biometrics appointment scheduled status (wait for PDF)

01/13/18 - NOA Receipt delivered

01/16/18 - Biometrics appointment scheduled PDF uploaded

02/01/18 - Fingerprint done (get text & email alert but no update + estimated time changed to 4 months)

02/02/18 - Case status changed to We review your biometrics
