would you please tell me, what are those options in starting ds-260 form, CIVIL DOCS and FEE?

should I do anything else after sign and submitting form?

Not sure if I understand your question. If you are asking if you need to have all the civil documents and fees paid before starting DS-260, then the answer is no, you can fill out the DS-260 now.

Once you fill out the DS-260, you should begin collecting all your documents if you haven't already. The fee is to be paid after you have your interview scheduled (which will be months from now). Some consulates let you pre-pay the fee, some you have to pay in person on the day of the interview.
