Q: Report of Marriage, Passport renewal? - different U.S. embassy jurisdictions?

Hank and Greenbaum - Thank you for the follow-up posts, information, and continuing discussion.

Caryh - After going back over more old(er) posts, we also noticed that ROM and passport renewals were done at same time by certain individuasl. Also, some posts showed individuals doing passport renewals at embassy which was not their jurisdiction. Plus, we recently had friend who went to embassy that was not their jurisdiction and there, did ROM and passport renewal at same time. So we were wondering if we could go to any embassy (either in our case) and to ROM and passport renewal at same time in order to expedite the process. Caryh, we too are wondering if different consulate workers provide different answers (opinions) -- a common thread we have noticed during much of this whole visa process. In contrasting respect, VJ has been a Godsend to us over the years, with so many helpful persons here having "blazed the trail"; hard to beat the word of experience! Thank you all.

P.S. We emailed the Chicago embassy directly, described our situation, and asked if could to boht ROM and passport renewal at same time at Chicago (or SF). Until now have received no response.

There is no problem doing a passport renewal at any consulate. Its the report of marriage which they get picky about. You must do the report of marriage abroad at the consulate with jurisdiction over the location the marriage took place. This is presumably because they have the expertise to know the marriage was properly done according to the laws where the marriage took place. The Philippines is very picky about getting married properly, and getting annulled or divorced properly. Which is also why a Filipino who is divorced in a foreign country, needs to go through the courts in their country to have that divorce legally recognised in the Philippines. Divorce papers are not good enough.

They are not going to let you do the report of marriage abroad at a consulate without jurisdiction over the location the marriage took place. People have tried before and been rejected. The Chicago consulate also is not every good at answering emails. Call them, you may have to call multiple times until you get the person in charge of the ROM, then you'll get the answer you've been getting here. Just do the ROM to the San Fran consulate by mail, it doesn't take long. The you'll be all set for when you do your passport.
