can we still expedite the CR-1 when the NVC receives the case?

How long will it take if the NVC receives our case?, is it possible to expedite it to make the processing much faster or it's a non sense if we do so? It's been 7mos already and we're still at the step where USCIS shifted the case to NVC- it was shifted last January 28,2014 and up until now NVC haven't receive if yet the last time I called.

Since you have a Philippines beneficiary, you might still be able to expedite. No harm in trying. Good luck.
