Temporary green card?

Hi, my wife and children received the visa last October. They arrived in December but had to leave a short time later. They are preparing to return but their green card has not yet arrived. I have been told by several people that the stamp on the passport serves as a temporary green card. ( it looks like a regular stamp and is difficult to read.) however, someone at the embassy in San Jose is telling my wife she must return to the embassy to be interviewed, etc. is this accurate? Thanks

I assume your wife entered on an IR1/CR1 and your child on a iR2/CR2? It sounds like they didn't get the full I-551 stamp but the stamp should have a line for Class and one for Until, what do those say?

Once they entered did you then pay the green card fee in ELIS? I would have expected their green cards to arrive already if the fee was paid in a timely manner.
