I-130 question 22

One thing that I had worried about prior to my I-130 being approved and sent to NVC was that I might've filled out the I-130 Q22 incorrectly - I left it blank because it says "Complete the following information if your relative is in the United States and will apply for adjustment of status".

However, the question then goes on (confusingly) to list a City/State, or City/Country "if your relative is not eligible for adjustment of status, he or she will apply for a visa abroad at the American consular post in:".

There are various posts about this question on VJ and elsewhere, but nothing definite as answers conflict (some say you need to fill it out, some say you don't), so I was left wondering which was correct if the relative is out of country - do you need to designate the city/country in this space?

However, the petition was approved and sent to NVC with no problems, so for those in the future whose relative is abroad that wonder about it, you can leave Q22 completely blank and there shouldn't be any problem - USCIS understands and forwards the petition on to NVC
