filing N-400 under 319(b)

I am going to be filing the N-400 for my wife by next week but wanted to verify what is the correct address for sending in the N-400? I am in Northern Virginia and according to the N-400 site it shows

USCIS
P.O. Box 660060
Dallas, TX 75266

but for military ones it shows the Nebraska service center. I am a contractor so that's why I am not sure.

Any advice would be greatly appreciated.

Is she considered a military spouse? If so, send it to Nebraska. My husband is in the National Guard and I am sending mine in to Nebraska next month. I will pay the fees though, its just where I am sending my packet to as per instructions. I feel as though the instructions are not clear for those who are not active-duty military, because technically my husband has a civilian job as well. But after re-reading the instructions a million times, I've decided to mail mine to Nebraska because it says military spouses and not just "active-duty military spouses"

My Journey:

We met through a study-abroad program in Shanghai, China in August of 2009

We got engaged March of 2010

I received my K1 VISA in 6 months (June-December 2010)

We were married 04/02/2011
I received my conditional 2-year greencard (AOS) in 2.5 months with no interview (April-June 2011)

Our son was born 02/03/2013

I received my masters degree in Speech-Language Pathology 04/17/2013

I received my 10-year greencard (ROC) in 3 months with no interview (March-June 2013)

My husband returned from deployment 06/20/2013

My naturalization journey took 4 months (April-August 2014)

I became a US citizen on 08/01/2014

Received passport in 3 weeks (regular processing)
