Use the embassy's consular fax number - 571-315-4155.

You can send the hard copy via courier - Serving...something....can't remember the spelling, but the courier name starts with "Serv.." We sent our's from the courier office at an Exito. The courier was much cheaper than sending the fax.

Be sure to include a cover letter (that includes your case number) with your fax and mailing so that the embassy knows exactly what you are asking for.

Yes, the NVC case number begins with BGT. I do not believe you can hand-deliver the packet. I would use the courier. It only cost us about 2,000 pesos (much less than the cost of a taxi to the embassy) and it was delivered the next day (also allows you to have a record of delivery, just in case you should ever need it).

I would just go to the embassy and hand it in. They accept visa papers such as this at 12. The door is down the walkway on the left side of the embassy.

Read the post also I wrote from my experience last month at the embassy and this will help you on appointment day.
