Does anyone know if the embassy will send an instruction letter to my fiance in Vietnam on how to access the new system? She still has not got anything from them except prior to Feb. 22, 2014 they said in an email they will notify when a date has been scheduled. Does she get grandfathered under the old system?

Go the the website. The navigation isn't the best, but you should be able to figure out your next steps.

If in doubt they are excellent at one thing for sure. Send them an email through their website, and they WILL answer.
