Timeline

My new wife is filling out the I-864 and not sure what to do on one part. I took her last 3 tax returns with me to the Embassy as part of the proof of financial support and we never got them back. But I think on the I-694 its asking for them. Are they something they definitely need? Or can we get away without putting them in?

You need them. There are numbers from 3 tax returns asked for on the form. At least one (the most recent) must be mailed with the I -864. Download transcripts of the tax returns here and print yourself http://www.irs.gov/Individuals/Get-Transcript. Those will cover the tax return requirement.
