I-106a denied then in inital status

So a couple months ago I posted that our 106a was denied and we never got a letter. We called them and they said oh it got lost in the mail we will resend if you don't get it in 30 days call us back. So 30 days go by and nothing so we call again and they said the same thing. Well I signed up for email alerts for status changes and like 3 weeks ago I get an email saying it's in the initial review again and we will get our letter for our biometrics. Has anyone had this happen?
