In trying to stay a few steps ahead our attempts actually backfired. We mailed the beneficiary's passport back to her (Afghanistan) so she can get the police report now while waiting for the package for interview instructions. We mailed it 3 weeks ago. A stupid risk taken knowing their mail service is unreliable (damn their corruption).

From asking around and even sending her to the local "post office" if mail isn't received in 3 weeks then it's likely missing!!! If she winds up never getting her passport, we will have no apply for a new passport.

Will a new passport, that is not the same original passport we submitted with I-129application, given during interview cause any issues or red flags? It's skating on thin ice during interview process and this is a bit worrisome.

you don't need a police Clearance for the interview... and also in the future if you need to mail anything to someone in Afghanistan you can use the DHL service ..All you have to do is provide the DHL office in kabul with a phone number of the person that your sending the package to and they will call them to pick it up once it gets to the kabul location... you can also track it through the tracking service which is a good way of knowing that it won't get lost.

May 13,13: Received Packet 3 (Interview date and Medical letter)
May 21,13: Medical
May 29,13: Interview and Placed on AP

Dec. 12,13: Embassy asked for Passport and a New Medical

Dec. 30,13: Submitted Passport and New Medical to Embassy

Jan. 02,14: Visa Status changed to ISSUED

Jan. 05,14: Picked up VISA

Feb. 19,14: POE (LAX)

Don't worry ask her to make a new passport and she will be fine! recently my friend had interview for SIV he wanted his passport to be renewed and asked CO during his interview they said its ok you can renew but keep them posted.
