I would say get PCC anyway even if it is not required. I was 15 when I went for my interview and ISL embassy didn't give me the visa. They said they want my PCC (Man, i was just a kid). I am from Karachi so it cost us extra trip and I didn't enjoy my vacation to Mari/ISL/Lahore.

We are ready to sent DS-230 with civil documents, but my husband cannot obtain police report from pakistan without a written request from NVC. Can I send everything else and submit the police report when NVC will send RFE or when he will have his interview in Islamabad? Pakistani filers please share your information if you we're able to get PCC without a request letter.

You do not need any requests from NVC, my husband got his PCC from Pesh. and Abbotabad w/o any requests.
