My boyfriend and I both live in Japan.

We are thinking of moving to the US sometime next year.

He works and lives on Air Force Base here (he is a dependent of his father who is active duty)

He is sponsored by government and has civilian job on base.

Is his income considered towards the requirement for I-864 or not since it's actually not in the US?

If not, is it better for him to go back to to the US and find a job before submitting I-130?

In that case, how long does he have to wait til submitting I-864 after getting a job?

The income is only considered if it continues upon moving to the US.

I think in this case, it won't continue, so it won't count.

He will either need to move back and get a job or get a joint-sponsor.

There are no boyfriend or girlfriend visas. If you want to move he either has to petition you as a fiancée or as a spouse. Have you decided on the visa path?
