So, my husband and i got approved on the 19th. Somebody told us if we wait for our 2 year anniversary date of marriage that we can convert our CR-1 to a IR-1 is that true?

Also, what happens if we just go to the united states without waiting until September? (we married on Sep. 9th 2011)

Do we have to do another interview after him being in the states for 2 years?

Yes, if your husband enters on or after your second anniversary, he will be IR-1 and will get a 10 year green card. This should me mentioned to the ICE officer at POE so they don't skip it by accident.

If he enters before that day, he will be CR-1. He be issued a conditional 2 year green card. He will have to file for removing of conditions 90 days before his second year in the US. That will cost some time and money.

Regardless of how he enters, he can apply for Naturalization if the two of you are married 3 years after his arrival. And if he wants to, of course.

I could be wrong, but I think you mean CBP officer.I

I've never seen an ICE agent at the border.
