CR-1 Visa disqualifications?

Hi all, I am a US Citizen planning to petition my husband who is living in the Philippines for a CR-1 visa.I do not meet the required income to petition however my parents are willing to help me as well as my brother. I have read somewhere that one of the disqualifications for petition an alien relative is that one must not be currently receiving welfare.. I am still in school and i receive financial aid in the form of pell grant.. My question is, is this a form of welfare? would this disqualify me to petition my husband even if i will be using co-sponsors?

I would appreciate any help i can get! Thanks so much!!!
