Obtaining your birth certificate in India- for K-1 visa

We are applying for a K-1 fiance visa and my fiance doesn't have his birth certificate as it was given to his college when he attended school. The school has said they don't have it anymore. I was told by someone else that if he can't get it back that he'd need a certified statement saying so and a certified statement from his mother stating his birth date and place etc. Is this all true and is there any easier way to obtain a copy of his birth certificate?

In his case, his birth was registered and he had birth-certificate at one point. He can get the duplicate copy of birth certificate from the office where his birth was registered. I did it too.

Yes, all he needs to do is visit a local municipal office and request another birth certificate. Smile as that, what you stated was very complicated.
