Why would it matter? Obviously the custom in the country is to adopt the mother's and father's name. What does the birth certificate say? Has the beneficiary dropped the second last name themselves?

Whatever is on their birth certificate, as long as it coincides with their passport is fine. My daughter has her father's surname and I have my married surname (obviously they are not the same surname.) My maiden name is on her birth certificate and my marriage certificate. Should she choose to immigrate to the USA I see no problems with this as I can prove she is my child.

Don't worry, it won't matter that their surnames are different than the immigrating parent. They will need a long form birth certificate that shows BOTH parent's names (if available) and as long as you have a letter from the other parent stating it is okay for the child to immigrate or have sole custody that is shown in legal paperwork, you should not have any problems.
