DS-230 only for non-citizens?

Hello, sorry I know this is a silly question! But the DS-230 says one copy must be completed for all family members immigrating with you. Does this include US citizens? My husband is immigrating with me and my son, but we are US citizens. Do we have to fill out forms as well?

US citizens don't immigrate to the USA on US visas.

It is only for the immigrants going to the USA.
