I'm a US citizen and I want to bring my dad to the US, but around 10 years ago he overstayed on his turist visa. 5 years ago the try to come back with his valid visa but was detained in the airport, the ICE put those codes on his passport. Now I want to bring him legally to the US. What should I do?

First entry is misrepresentation so he likely has a lifetime ban. Only thing you can do is submit I-130 petition for him and hire a lawyer once he gets denied at the embassy.
