My friend is preparing for AOS now. She came to the doctor and had everything (blood test, vaccination record, chest x-ray) done. Since she's from Vietnam, her TB skin test is positive. She had to have chest x-ray after that, and it is negative. According to USCIS instructions, you are recommended but not required to have TB treatment for 9 months if your TB skin test is positive and your chest x-ray is negative. But the doctor insists to send her to TB center and have treatment for 9 months (take 1 pill every month). Doctor said she will sign form I-693 after my friend takes the 1st pill. But my friend denied to do so because she is healthy, and she is afraid of the side effect. The doctor then denied to sign the form.

My friend called USCIS and she is told that she is not required to follow the treatment. So in this case, does the doctor have right to force my friend follow the treatment plan while it is just recommended, not required? And can my friend bring the blood test, vaccination record, and x-ray to another designated civil surgeon for him/her to complete the form?

As long as the civil surgeon is listed on the USCIS website list, she can use whatever doctor on there she wants. The best is to call around to find one that will do what you want because a lot of them price gouge you or try to "scam you" into paying for things you don't need!!
