Getting a Police Certificate

Filed: Lift. Cond. (pnd) Country: Chile

My fiance lived in Canada for 8 years and will need to present a police record to the embassy from there as well as Chile. Yesterday he went to the civic center in Santiago where they can take finger prints and send them off to Canada to get the record. However, they told him that without a document stating that he has to have this done, they can't fingerprint him/get him the Canadian record. What document(s) could show that we need this police record? Would a NOA 2 be sufficient? Or would there be something the embassy packets that say he needs to obtain police records?
