Maybe it was not well stated, but, yes, a high velocity round combined with a large capacity magazine could be devastating. The idea is how many rounds a soldier can easily carry, with a light weapon that is easy to handle. I don't know if you heard about the .17 caliber "caseless" ammunition the military was considering for a while. I wonder what was the result of that testing. I believe the HK had a working version, but I haven't heard anything since. And then there is this:

My guess is, they need a round that is more versatile than an even smaller round would provide. You don't want too many calibers on the battle field for logistics sake.

Special opps might have a use for it.

Keeping the SAW and the rifleman's ammo and accessories compatible is a great advantage.
