N-400 / 319(b) application mailing address

We are getting ready to send my wife's N-400 application under section 319(b) and I am wondering which mailing address do I send it too? Technically I'm a resident of Virginia but I am a DoD Contractor working in the Middle East. I plan on sending it Priority Mail or possibly Fed-Ex and I'm unsure of which address to send it to. Should I send it to :

2501 S State Hwy 121 Business

Suite 400

Lewisville, TX 75067

Is there a better address to send it too? Their website is a little confusing and short of information on this matter. Any information you have would be greatly appreciated.

Section 319(b) of the INA Applicants

If you are filing under section 319(b) of the INA because you

are the spouse of a U.S. citizen who is employed abroad, and

the U.S. citizen spouse's employment meets the criteria for

naturalization under section 319(b) of the INA, you must send

your Form N-400 to the USCIS Phoenix Lockbox facility

regardless of where you live and whether you are filing from

within the United States or abroad. However, if you are filing

under 319(b) and are a spouse of a current member of the

U.S. Armed Forces, tile with the USCIS Nebraska Service

Center as instructed above.
