Civil Documents Available at SM City Mall?

Are the civil documents, birth certificates, etc. available at an office in the SM City mall valid documents? The same as if you went to NSO, NBI, and DFA?

09/2012: NVC Processed USCIS Package

09/2012: Case Number/IIN Issued

10/2012: AOS Invoice Marked PAID by NVC

10/2012: AOS Delivered to NVC by UPS

11/2012: DS-3032 Delivered to NVC by UPS

11/2012: IV Invoice Marked PAID by NVC

12/2012: IV Package Delivered to NVC by UPS

-US Embassy Manila-

02/2013: Interview Complete

02/2013: Visa in hand

02/2013: USCIS Immigrant Fee Paid

-USA Arrival-

03/2013: Arrived

03/2013: Social Security Card Recieved

03/2013: Green Card Recieved
