I just noticed that the NOA2 had dates 10/17/06 till 02/17/06 as it's validity. Does that mean that we may have our interview by Feb 17? What happens if that date passes before the interview happens?

The NOA2 expiration date has nothing to do with when you may expect an interview. The embassy or consulate can extend that date another 4 months if they are unable to interview before that date, some consulates automatically extend the date, but others need to be reminded. You may keep an eye on that date and if it gets close the the expiration date with no interview scheduled then submit a request to extend the expiration date, to the consulate.
