Mom's Police Clearance

Hi to all,

My parents are ready to send their ds230 forms together with all the civil documents needed. My question is, my Mom worked as a RN in Saudi Arabia for 15 years. She comes home every year for a month to visit us until she retired on 1996. I read somewhere that if the applicant lived for more than 12 months outside their country, they still need to provide a police clearance. Does anybody have an idea how or where to apply for this?

According to the US embassy blog, she doesn't need one for Saudi Arabia if she's not there.
